lobster fishing at the surf ?

Hi there! lobster fishing starts early october true march 2009, and I would like to know what is the best bait to use for lobster fishing with hoop nets. Also, can I fish for lobster on the surf near rocks? I don’t have a boat at this time or a kayak. I’m fishing rosarito baja california

I’m doing an essay, and or for one paragraph I want to write about a hotel that is just dedicated to fishing. not much else IN BAJA California, like I found one that has activites like fishing,spa, kayaking.. I’m not going to use that one.
