When you said under $60 for a large Spinning reel I thought of the Bass Pro Shops CatMaxx Spinning reel, in the larger “CM80” model. This reel holds 290-yards of 25lb monofilament, and around 350-yards of 20lb mono. Plenty enough line.
Although it was made for BIG freshwater Catfish, it’d be a great Shark reel. You HAVE to make sure you rinse it off after each trip, because it’s a freshwater reel and is going to corrode and rust if you don’t rinse it off because of the harsh saltwater. There’s so more “saltwater friendly” choices out there as well. The Offshore Angler Sea Lion Spinning reels are $44.99 and the “SL80” model would be an excellent inexpensive Shark reel. The Daiwa DF100A Giant Spinning reels for $32.99 would also be a good choice, although IMO it’s a little too big for what you’d like. You can still check it out.
