It can be very dangerous kayak fishing in the ocean in the winter so i suggest a dry suit or a wet suit, dry is better at keeping you warm and on that a buoyancy aid, make sure you don’t go out on your own and tell others where you will beand when you should be back.
use your skirt and don’t forget the pump. Stay dry as you can! Get something with full coverage (head).

take a wool sweater because if they get wet they will still keep you warm, snacks, a dry bag with extra clothes just in case, a cell phone, and some matches (if your not around civilization, and i always take a flare when i go canoeing. Best of luck and have fun.

Other than saying Ocean in Winter, there is nothing about where ( state, country ) that you will be basing your fishing from.
Winter in Hawaii, would be just a little different than Winter in Alaska

you’re gonna want a neoprene dry suit.
